Selvaganthan Muthuram brings over 20 years of aviation engineering and infrastructure systems experience across military and commercial aerospace environments. He began his career as an Air Engineering Officer in the Republic of Singapore Air Force (RSAF), overseeing F-16 fighter aircraft engineering and airworthiness assurance. He subsequently held leadership roles as Program Manager for Super Puma helicopter operations in ST Aerospace and as Engineering Manager in Indeco Engineers supporting ground aviation systems. His background spans aircraft maintenance governance, reliability engineering, lifecycle management, quality assurance, and operational safety oversight.

From 2017 to 2021, he served as System Manager at the Defense Science and Technology Agency (DSTA), responsible for Airfield Lighting Systems across multiple RSAF airbases. In this role, he oversaw operational support, reliability analysis, obsolescence management, lifecycle refresh planning, and system availability assurance. Notably, he led and implemented a proof-of-concept deployment of solar airfield lighting on an RSAF runway, evaluating operational reliability, resilience, and maintainability within a military aviation context. This experience provided practical insight into integrating solar AGL solutions within established aviation safety and performance frameworks.

Currently, as Deputy Head (IT) in DSTA’s Facilities Excellence division, he leads digital transformation initiatives across defense infrastructure systems. He conceptualized and secured approval for the next-generation IT Enabled Facilities Management (ITEFM) platform, integrating analytics, governance, and smart infrastructure concepts across large-scale operations. He is presently pursuing a Master of Technology in Digital Leadership at NUS-ISS, National University of Singapore, further strengthening his strategic and governance capabilities in driving technology-enabled transformation. His combined expertise in aviation engineering, airfield lighting operations, lifecycle assurance, and infrastructure digitalization positions him to contribute meaningfully to the development of structured guidelines aligned with ICAO-equivalent standards for solar airfield lighting systems.
